I think the NDRC didn't expect the 2 African countries to (by allowing the open tender which exhausts another 1.5 years on top of almost a year of ASIC probe into chinese insider trading) do an about turn on the China exclusivity (funny it would appear the Africans did a Hanlong to the NDRC what the NDRC did to Sundance).

This can only be (either or both) that the 2 African countries wanted their national strategic assets to be properly valued by global market or that powerful non-chinese entities (governmental or commercial) lobbied for such an outcome because they want to bid with the view to WIN.
