It's all about timelines foolsgold. Investors are assuming that partner negotiations are some way from being finalised due to the recent CR for working capital. Short term money that had been invested in SDL in anticipation of a partner announcement due to all of the speculation at the beginning of the year will have moved into other short term prospects now.

In a few months time when the speculation starts intensifying again and possible partners start making noise (as per POSCO & WISCO late last year & early this year), the share price will rise again.
