I was under the impression that they are not just looking for a single JV partner but would entertain multiple JV partners. This would streamline the process whereas a single would clog up the data room one prospect at a time. I don't know. I am just a punter with time on my hands.

We need $US100M plus to get to the decision to mine status. We came not raise that money in the bet of circumstances. This has to come from one or more financially capable firms. Once we hit the decision to mine status we are looking at anywhere between $US15 and $US30 billion of CAPEX. Some of this will be railroad upgrade which we will be on the hook for and get payback via product shipping rebate. Some will be power upgrade which we will be on the hook for and get back via discount on our power usage. Some will be for port upgrade which we will be on the hook for and get back via tonnage throughput rebate. These three costs will be to us initially due to someone being responsible for the upfront investment. It is possible that the Canadian government (and Quebec along with Labrador/New Newfoundland) could be amenable to stumping up loans for these costs. They will be major beneficiaries of the mines in the region. Just check out WA. There are other mining properties in the vicinity that would welcome this capital investment and capacity.
The rolling stock can all be leased as can the mining equipment. The bottom line is that most of the CAPEX can be financed in one way or another, but you need someone with deep pockets to sign for it.
