Hi gifter2, You are on the mark when you say the floor price has been set. I would be extremely surprised if an offer did not come in above the non-binding one.
Non-chinese companies have to secure a future graphite supply, there are few options available outside China; Uley graphite has quality and near term production as a draw.
I am not sure where the Japanese and Koreans think they can get a reliable supply from, their reluctance to put a strong offer on the table is baffling given the position they are in. Perhaps as someone mentioned they await the JORC upgrade.
There is still time for them to do what they need to imho, but they are leaving it late it would seem.
