Does it indicate Regal aiding a shorting position?

I've heard a fund manager say " they won't short a stock, unless they believe in its future " - so, if Regal adopt this theory, lending few expecting short-term pullbacks for longer term gains & picking up a payment for lending part of their holdings?

Be pleased for someone to clarify this Bank of America holding position?

why aren’t they required to provide more regular updates , it’s a very hard hold with such little news flow , though I am still a believer of the stock
