The govt would have stated otherwise after this anns OR put a halt to the anns if this was in breach of the agreement.
The tfg would have been briefed some time after the 17th.
rrs on the other hand would understand that no further jv's will go across the govt's table till after the clarification simply due to due process.
No one would sign off on such a contract without being fully confident of a go ahead.
Time frame is now a contracted reality.
