The share price will move when everything you just mentioned actually happens this quarter (hopefully). I'd expect decent re rating after all that assuming tin price, the dollar and general world economy have no issues. How big the re rating will be will depend i guess on how confident the market is that the project will get from there to production i.e. financing risk.
