My guess is Iran was very upset at the Israelis hacking their Nantaz nuclear (future weapons manufacturing) plant and provided Hamas will thousands of rocckets as payback.

Israel, through Mossad etc, know in advance precisely where the prime targets are and take every reasonable and possible attempt to minimise civilian casualties.
