Central Banks attempt to maintain targets for the cash rate through bond sales and purchase programs - He isn't lying per se' just like he wasn't lying when he said it was projected interest rates wouldn't rise until 2024. They have projections and they will attempt to meet those projections. I'm not about to claim there will be no recession - as I think there will be - but Lowe et al are not about to announce off the cuff there is the chance of one.
