TBMs are being assembled and the PASS muck should be starting to come out of the NEL tunnels by March next year.
If the PASS contract was a certainly the SP would be 29c not 2.9c
but it's not a certainty yet
so one has to ask him/herself if they are feeling lucky
the odds look very good
