Chinese steel is crap too. Many infrastructure projects in Oz keep rejecting (yet still ordering) chinese steel products depsite failing to meet the spec.
At least Chinese steel is cheap.
As for OST, they are in a divestment spree.
If Whyalla is not EBITA positive come the next AGM, then shutting down is a real possibility. They have flagged this before despite conflicting messages.
