There are two ways to look at it.
It has been factored in and that is why the price is 9.6 and not 6.5 or
the big boys (not us noobs) know that news should be released soon but are sceptical if it will come and are just sitting on the sidelines waiting for confirmation.
I always find if the news that is coming is something we already know then on the day it is released you will get a burst in the morning followed by a fall back pretty quickly. I think what will be needed for a rocket to be produced is good news that the market wasn't expecting otherwise it will be a slow but positive burn.
