Obviously this is factored into the current SP! OBVIOUSLY.
IT'S not like this is a new ann, its an expected one, the information is already to market. Do you think there will be piles of people jumping on board, scratching their head, "how did i miss that back then". Nope its been announced already. Nobody has missed out on anything.
This is why it won't move, and if its late, or different terms, the market will react savagely.
How you can think otherwise is the delusion you speak of champion imo.
