Perhaps if Vic wasn't so heavily influenced by the Greens, the government there wouldn't be so difficult to deal with in order to explore for and exploit mineral resources, which could then enable them to grow their revenue/tax/royalties base and not be so reliant on taxing property.
In WA, we don't have to start paying land tax until the unimproved value of the land is greater than $300k. You poor Vics are hit from $50k (ouch!).
