Petrobras may or may not wish to participate. I think it's best to assume a worst case scenario and focus on what lays ahead with MEO in regards to NTP68 or TS. To pin our hopes on Artemis being revisited by PB in the short term is foolish- that is PURE speculation which this spec stock can ill afford. It's what rode it for 12 months and as far as I'm concerned that chapter is still part of MEO's book but not the entire book!
To put a value on MEO you have to assume that A1 is done and dusted- permanently, any other outcome is a complete bonus. Like wise for PB's involvement.
Do I have a value? No I don't. But it certainly isn't higher than it's cash backing. That value will obviously drop as MEO spends the money. If it's towards an income producing asset, then that can offset it but if it's towards more fang dangle permits then.........
