Maybe look at the history of what was going on at the time, and why the government had to go it alone.
The government tried to get a consortium (with the private sector) together to build an open access NBN, the GFC destroyed that idea.
Telstra caused numerous issues and road blocks at the time.
Telstra were reluctant to build fibre, because they failed at their attempt to block other providers from having fair competitive access to the network.
(This was a major issue created by not splitting Telstra into a retail and wholesale businesses when first floated.)
Dig deeper, the NBN Co evolved out of necessity, it wasn't the governments first port of call.
Abbott politicized the NBN, and destroyed it for his own selfish reasons, and Australia will be suffering for his actions for decades to come.
