The Libs own strategic review in 2013 confirmed the capex for the Labs version of NBN.
Mike Quigley had a tight reign on the budget, and was bringing costs down, he also had available a built in contingency in the costings.
So there was no indication at that stage that the budget amount wasn't achievable.
