Well I like to look at it this way.
The LAMP was approved on its original design to the available information then.
The environmental study, radiological study etc at that time was enough to say that the design of the facility was good enough to be built and would be safe.
Since then we have seen how many extra conditions, monitoring systems, safety systems etc imposed on the operation that go beyond the original design to increase the safety of the operation considerably.
So in light of those additions what more could be gained by claiming that a new study needs to be done when it already includes additional measures that would satisfy or go beyond any possible extra recommendations?
There is nothing more they could recommend, it is already included in the build.
So what good can be done now from trying to impose extra standards, that has already been done.
This is why the judge will let the plant operate, because it has overkill in its design and nothing more could possible be asked of the company.
