It can work, a lot of Australian infrastructure just dished out to the private sector the likes of Transurban, it can take the form of a public-private JV and independently certified to be feasible. Even the refugee centre was given out to some unknown dubious persons (probably politically connected) , that could be an example with clear identified cashflow, the payment actually comes from the Govt. These projects can also be Govt guaranteed (against failure) but of course the source of the fund is from super (private) plus private company backed by loans. In fact, the returns would be more stable and less risky (because Govt guaranteed).

I agree. I liked your concept. Well thought out. Joint ventures are a good thing. Private sector projects can be failures due to profit interest. Eg: Care homes. I just get concerned with government touching my super because I try and capitalise on the tax benefits and need it to perform for my retirement. Most of us argue out of self interest. Sometimes
