Russia is in discussions with the Houthis, via Iran, to transfer long-range Onyx anti-ship missiles for use against Western ships. The Houthis have already been targeting military and commercial vessels in the Red Sea. In June, Russian President Vladimir Putin warned that if the West continues to allow Ukraine to strike Russia, Moscow could supply long-range weapons to forces willing to retaliate against Western nations.
