I take a few more things into account than you are.
I have always seen the fact that China was allowed cheap energy as a total joke. And also dangerous.
I have also seen the fact that China was well ahead, and in control of critical minerals processing a big problem too. Add what happens in a war and sea lanes cut off, then so many things not being manufactured in the USA becomes a real big problem in the event of war.
Bringing jobs back to the USA to look after those concerns is a valid thing to do. Probably overrides Nash's gains in fact which assume peaceful nations.
