We do not know if this secretive operation is known only to Zelensky and I suspect it is, could be his contingency plan.
But even if the US has no prior knowledge including the Biden administration, it is to be expected that the US should be notified in advance prior to the trigger of such an audacious attack which could have significant ramifications and certainly an escalation that could be uncontrollable.
