The Libs are only mainly concerned with Economy and Political Scores (aka winning the coming election)
Scomo never liked lockdowns , the Libs were all over Dan Andrews when he imposed lockdown in Victoria, which threatened economic revival...so they chastised Dan over it,...but he soon realised that Vic and WA are for lockdowns (most anyway in particular WA) and saw how McGowan won a landslide election by taking an uncompromising stance to safeguard his state. Focus on the $$ and then the politics
Then he (Scomo) started to back down on his measured approach and more prepared to support state lockdowns or less scathing.
And with McKinsey's advice, the Libs got too overboard with economic benefits from home grown production of Astra Zeneca and left themselves without a contingency plan on the vaccine and never took taking on the Pfizer vaccine seriously, and let the whole country down when the AZ vaccine started to show blood clot issues. Again focus on the $$.
And the Libs, in particular Scomo took so long to finally agree to establish national quarantine facilities, which is the factor the scientific community were unanimously....why so? Because all these while, the Fed Govt did not want to take responsibility and therefore political blame for any errors that could happen with these facilities,,...in particular, avoiding one in Qld which is all sensitive and too important for the Libs electoral chances.
What did the Libs do to address COVID at age care which falls under Federal jurisdiction? Absolute mess. Do they even care? Not politically sensitive and there is no economic benefit!
Do they have a pandemic strategy? Yes, their only strategy is to leave it to the states, if they succeed, the Fed would share their glory and if they fail, well dont blame me, blame the states.
Its better to try and do the right thing and fail (sometimes) then not to do anything and abandon responsibility.
