Lend Lease have been doing these deals with the unions since the 60's.
I worked for a subsidiary of Lend lease in the 70's and it was well know that Dussledorp, the then Chairman of LL, was given to union blackmail and capitulated (at a cost) to their demands to avoid time delays and to ensure that the various constructions were completed on time.
My memory is a little faded on who was the main union protagonist at the time, however, it may have been John Halfpenny, another ruthless, money grabbing thug like Shorten.
