YEs clive palmer appears to be an action man who will get things moving quickly... for the most part ... I assume he will increase his stake at some point in the future to allow him to take a seat on the board... Assess exactly what they have in the ground and then decide what to do from then on. ie drop it or take it over outright. time will tell
