to my knowledge no such technology exists. Pure energy are currently conducting trials, but haven't got a commercially viable solution yet. (I'd be happy to be proved wrong)
This still wont solve the groundwater license issue, unless they can also develop some kind of aquifer recharge system similar to what Santos have trialed out at Roma.
Once this modular tech is commercial people will put it on a ship and mine the oceans. Then comes the supply side glut and price crash.
