An animal trainer could train a monkey (GC) to scribble (sign) on the dotted line (new SOA) upon hearing the command "Delay".
That is true regardless of the nationality of the one saying "Delay" but the close link to the bidder has to be seen as suspicious after all that has happened, in my opinion.
