This is very murky!
I looked at the 16 October SPP presentation. It says there is a backlog of signed contracts, at 30 June 2019, of USD279M Does that include Ivory Coast?
I looked at the 28 Feb Ann on the Ivory Coast project. It said " Fluence ... is pleased to announce that it has signed a landmark E165M commercial agreement .... "
They were signalling end 3Q financial close until the Sept 4C update. It said:
...Subject to financial close....
...still recognise $20M "high" GM revenue....
...largely already completed...
...reaffirm guidance...."

Also all of this is implied correct with the insto credit raising!

So FLC has spent the best part of $20M on Ivory Coast implying it will go ahead but timing uncertain. Other possibilities are that the work done for Ivory Coast can be used in other projects or they're idiots!

P.S. I sold 50% at 43 earlier in the week.
