Regardless of what we think is the best way to scaleback, it's always at the company's discretion. Some do scaleback based on shareholding size and others have a flat rate formula. In our case, we've been told it's first in, best dressed.
Despite that policy, we may still get a scaleback if there's a flood of applications on the same day. I don't think they can differentiate between 9am payments and 3pm payments with BPay, for example. It will be interesting to see how quickly it will be closed.
