My understanding is that they could not fine tune the mud weight for well M-1ST because they did not have measured pressures from a formation evaluation tool (Baker RCI or RCX) in well M-1. The fact that there were multiple thin reservoirs in the Upper Angwa separated with by seal rock meant there was definitely scope for reducing the mud weight to less than 12 ppg, but without having measured pressures from M-1 beforehand they could not dare to reduce the mud weight too much. That is my understanding.
