"required tools “should” be on-site and checked in and checked out on day one".

In an ideal word this would happen but when you're drilling for oil and gas its never an ideal world.

Charging for wireline logging tools usually consists of a daily rental that starts from time tools leave base plus a footage charge applied when the tools are run. In the case of station tools.....a charge per station is applied. Companies generally try to minimize the rental cost by getting tools to site just before they're required and demobbing them asap after theyre finished with.

Note that right now many tools are thin on the ground and its not possible to get a full suite of tools to the wellsite as one shipment. Some tools will be coming from other jobs and often there wont be time to turn them around in the shop before sending them to the wellsite. This is not ideal but its the reality that we have to deal with.

Tools will be be shop checked and calibrated before they leave base. Tools will generally reach the wellsite and not undergo any further checks until the wireline crew arrive and carry out pre job checks.

Even when tools pass shop checks and calibrations by the time they've traveled between the shop and wellsite they can be subjected to rough handling that can result in damage to the tools. In some cases where time between leaving the shop and arriving at the wellsite some calibrations will actually expire and recalibration will be required before running the tools.

Ideally you'd get a basic wireline crew out to the wellsite as soon as tools arrive and give tools a full check over and flag any issues as early as possible. Crew would then be demobbed and brought back again prior to any logging job. This isn't always practical and some clients wont do this purely because of the cost of the exercise.
