There is already an agreement in place. The PPSA is the updated version.
The Zim gov can not simply pull the rug unless IVZ did not fulfil the work programme or didn't pay fees. Even then there would be a period in which they could fix any issues.
Zimbabwe are signatory to ICC, international arbitration. IF they did do something stupid they would have 2-3 years of arbitration where no one would invest a cent until it was sorted IMO.
