The lower limit on how far you can drop your mud weight is your expected maximum formation pressure. Unless they technically couldn't drop the mud weight due to limitations within the surface mud processing system the only other reason I can think of was they were way out with their estimated formation pressure. As you note in an exploration well scenario in a new basin you've got very little real data on which to calculate an actual formation pressure profile through the drilled section.
