Given they are doing the site survey now...or have done it, I would personally be very surprised if the farm in partner was not involved in the survey.
IMO they would have put this off if they were not preparing to drill by ~ October next year.
I think its more likely they are waiting for the PSA to be signed off before a commitment from a farm in partner will be made, even if its not binding. Who it is IMO is more important.
The other thing to note is they are expecting to do a seismic run straight after the wet season and the ENVOI blurb says they want the farm in partner to pay for that. So IMO if they are planning the 2D seismic then they must have someone paying for it.
Add to that the wet season finishes in April, 5 months away, then contracting and mobilisation will need to happen well before then I would think.
