As the others have said, it doesn't need to go through Parliament. It seems that part of the government process is keeping Parliament updated, which makes sense. There was an update to both Houses in May and now this mention in the Lower House. In the Senate, in May, they were told that they would be informed.
So, no, Parliament won't be a delay. I'm just taking it as finally imminent, now that they are getting those updates.
