Absolute crap. They drilled to TD because they called TD at 3360m as announced on 11/12. They don't "have to come back and drill to TD before they can flow test."
They are choosing to drill the 6in section because they were smart enough to suspend the well and leave it ready to re-enter if they want.
I'm sure you know all this but choose to twist words for your own purposes, which everyone sees right through.
