So we decided to make our own - TROVE - a database pulling all open source data (both structured and un-structured) together into a single location and standardising it with an audit trail."

So basically they pull together data sets from the public domain, do a bit of massaging to same then and charge clients for access to same. Seems to me Trove might have convinced themselves that all operators should release their data into the public domain so they can vacuum it up and sell off access to same.
