The word on the street is basically a rumour going around so usually means its uncertain or doubtful. It automatically raises suspicions on HC as many use it for personal benefits here.
Unfortunately, there is no way to know if genuine or not until corroborated by evidence. I think posting unsubstantiated information on HC contravenes the rules regardless if the poster is genuine or not.
