He indicated that some people had strange ideas that ivz could force the government to move faster. Ivz wants the legislation done properly and binding so that even if there was a change of government, there is no question that it was done properly. The government department of energy is relatively new and don't have experience to set the legislation so are relying on external legal organisations to get it right. It will be a standard industry agreement similar to that used by South Africa, Namibia etc. This is from my recollection.
