No doubt the government are “flexing”, pumping their own tyres to their constituents….it’s what governments do the world over. It would be well beyond negotiation stage, but of course they want to “play hardball” with what will benefit each and every Zimbabwean….elections come around fast and never let a good opportunity slip by to “earn” a few extra votes.
Will be inline with the international standards….but let them show off a bit, no harm
