SM did indicate in the fireside chat that the PPSA was one of the major hurdles that any potential JV partners / development banks etc, were waiting for before they commit. I think the delay in getting this signed is the reason for our current dilemma. Not IVZs fault, they've done everything they could but just pure incompetence and inefficiency from Zim govt. This is unfortunately part of the sovereign risk and it's set us back at least 6 months and taken away all the momentum from the discoveries
