so from reading what you have posted, currently Zimbabwe isn’t a signatory in the SADC Energy Protocoil agreement.
in order for Zimbabwe to join the agreement, the President of Zimbabwe has to officially conclude to the agreement/treaty. Due to Zimbabwe’s constitution, it is required that before a President joins any international or organisational treaty, Parliament has to agree to join as well.
Therefore now that parliament has given tick of approval to join, the President can officially join the protocol. I’m sure he’ll do a big showboat about it all.
From my perspective, it doesn’t have anything to do with the PPSA. However it could be a domino effect… maybe there are some sorts of requirements or scoring to get into SADC Energy. Now with parliament saying yes to join, then government executed PPSA will boost their application to join?
