Feels more like SM has never really invested in oil and gas stock (or any spec miner for that matter) in the lower end before with his own cash to see how the share price reacts to various news events otherwise this saga could have been managed a whole lot better.
Not sure who exactly was advising him. If the change of planning happened and there was going to be a delay now because of lack of cash then the rig really needed to be demobilised to come up with another funding plan. They're in a cash burn state now without any exploring or appraising going on.
