I thought the same on first read, and i’d heard similar in statements from the government before, but it’s just saying the policy will be ‘effective’, ie will come into effect, once there is a product/production. Doesn’t say the policy will be ‘established’ then.
So to me that suggests the finalisation of the policy would/should still happen prior to discovery.

But that’s possibly just semantics and it’s still unclear either way.

But if IVZ knew the agreement would happen post drilling they’d surely have been able to disclose that to shareholders prior to it being revealed in a news article.
