Unless they are blatantly lying to him which is not out of the question. Coming from southern Africa I've seen govts do bizzare U turns and reneg on so many things before. Plus if they are happy with the deal and have been so for a while then why the delay? All this delay is doing is preventing their own energy starved citizens from getting access to cheap energy. Anyway really hope you're right but I see this sovereign risk as a big issue right now.
