Another possible reason for a shortage of sample bottles is that the samples are not always emptied from the sample bottles, as they could also be used as possible storage for the samples for future tests. This was the case for surface well testing sample bottles. Only part of the sample would be tested, and the remainder would be stored for possible future tests.
