No, the people of Zimbabwe need a signed production sharing agreement. IVZ already had the right to explore, develop and produce oil and gas. The production sharing agreement will do exactly what it says on the box - enact an agreement to share the production. In doing so it will bring the countries take up to regional standards. It provide certainty, but IVZ don't 'need' it.
