What's interesting to me is, right at the bottom they mention, [‘’The devil is in the details,’’ said South Pole's spokesperson, Nadia Kahkonen, explaining no concrete regulation had yet followed the announcement.]

Found another Reuters article, where they talk about 20% going to local communities, which sounds more correct.
[The government now wants all carbon projects to be registered with authorities within the next two months.It will take 50% of all revenue from carbon projects, with foreign investors limited to 30% and the balance of 20% going to local communities, Zimbabwe's environment and climate minister Mangaliso Ndlovu said late on Monday.]
