I think they mean that the Horst block is up dip of surrounding fault blocks, therefore there is opportunity for Lower Angwa sands in the Host block to be juxtaposed against down dip sand layers in the Upper Angwa . That would cause hydrocarbons to migrate up dip into the Lower Angwa, however, if the positioning is such that shales down dip are juxtaposed against sand layers updip, then there may or may not be an effective seal.
