I agree, particularly after that "determine final structure of farm-in arrangements" quote. That suggests there may be a bit of negotiation and restructuring of bids to adjust from a single partner to multiple partner scenario.

I don't think it goes binding. They have to take some action or else it will lapse. However, if it did lapse, that wouldn't exclude them from making another bid at another point in time. imo

My gut is still thinking they will be one of the two partners we end up with. However, both parts of that are pure speculation. We'll see soon enough how reliable my gut is. Performance to date has been quite hit and miss.
